Would a pic of a water park fit the theme? Because (even though its water) I haven't seen a photo of water that isn't ocean themed.
As long as the theme follows mostly with water or air, it fits the criteria. 
That does not mean that a picture with water in it counts. It work has to be about the water or the water is a main component.
